Colored pencils are made by mixing pigments or dyes with wax and other powders.

Even if the paper written with colored pencils is wetted with water, the color will not melt. That is, it will not blur. In this, it differs from writing inks made from water-soluble dyes.

For example, if you drop water on a paper that has been written in red ink, the paper will smear red. This is because the main component of red ink, the dye (not the pigment), has been dissolved in water. Baking colored pencils hot before writing will darken the color of the pencils. This is because the wax in the raw material of colored pencils has been baked.
